BOCES of New York State
In 1948, the New York State legislature created Boards of Cooperative Educational Services (BOCES) to provide shared educational programs and services to school districts within the state. Today there are 37 BOCES that are partnering with nearly all of the state’s school districts to help meet students’ evolving educational needs through cost-effective and relevant programs.
The GreenNY: State Purchasing and Operations provides EO 4 approved purchasing specifications and GreenNY educational resources. The GreenNY Interagency Committee is charged with developing these EO 4 specifications, and the EO 4 sub-committees are Procurement, Training, Reporting, and Operations and Engagement.

NYS Department of Agriculture & Markets
The New York State Department of Agriculture and Markets, through its various divisions and programs, promotes New York agriculture and its high-quality and diverse products, fosters agricultural environmental stewardship, and safeguards the State’s food supply, land and livestock to ensure the viability and growth of New York’s agriculture industries.
NYS Department of Labor Bureau of Public Work
The mission of the New York State Department of Labor Bureau of Public Work is to enforce the New York State Labor Law in which contractors and subcontractors must pay the prevailing rate of wage and supplements (fringe benefits) to all workers under a public work contract. Employers must pay the prevailing wage rate set for the locality where the work is performed. Prevailing wage is the pay rate set by law for work on public work projects. This applies to all laborers, workers or mechanics employed under a public work contract. The Bureau of Public Work administers Article 8 (public construction) and Article 9 (building service contracts) of the New York State Labor Laws.
NYS Department of Public Service
The primary mission of the New York State Department of Public Service is to ensure affordable, safe, secure, and reliable access to electric, gas, steam, telecommunications, and water services for New York State’s residential and business consumers, while protecting the natural environment. The Department also seeks to stimulate effective competitive markets for clean, renewable, and distributed energy resources that benefit New York consumers, as well as product and service innovations.

NYS Empire State Development (ESD) Division of Minority and Women’s Business Development
The NYS Empire State Development (ESD) Division of Minority and Women’s Business Development promotes equality of economic opportunities for MWBEs, and to eliminate barriers to their participation in state contracts. We supplement New York State's economic leadership with information and resources that increase access to information and opportunities for minority and women-owned businesses throughout the state. Our key objectives are to 1) encourage and assist state agencies to award a fair share of contracts to MWBEs; 2) review applications by businesses seeking certification and maintain a directory of certified MWBEs; and 3) promote the business development of MWBEs through education and outreach to NYS agencies as well as MWBEs.
NYS Office of General Services (OGS) Bureau of Risk and Insurance Management (BRIM)
The OGS Bureau of Risk & Insurance Management assists state agencies and entities with insurance procurement and providing guidance on insurance requirements in state contracts. The general policy of the State of New York is self-assumption of risk where no insurance is ordinarily obtained to protect state-owned property or for third-party claims arising from injuries to the public at state-owned facilities, sometimes known as “Self Insurance” or “Self Retention.” In order to request a new policy, there must be a contractual obligation or special circumstance.

NYS Office of General Services (OGS) Minority and Women-Owned Business Enterprises (M/WBE)
The Office of Minority- and Women-Owned Business Enterprises (OMWBE) is responsible for ensuring that the Office of General Services (OGS) and its hosted agencies comply with the provisions of New York State Executive Law, Article 15A and the rules and regulations set forth in 5NYCRR, Part 140 – 145. These policies are intended to promote and encourage participation by minority and women-owned businesses in state contracting opportunities.

OGS Procurement Services is the state's centralized procurement office. We manage nearly 1,500 contracts for commodities, services, and technology that are in demand by New York government agencies, local governments, school districts, and nonprofit organizations.
NYS Office of Mental Health (OMH) Printing & Design Services
The Office of Mental Health's (OMH) Printing and Design Services is one of the largest in-house print shops in New York State government. Its purpose is to meet the design and printing needs of New York State agencies and non-profit organizations. Printing and Design Services is capable of producing a wide variety of media including letterhead, forms, brochures, newsletters, presentations and manuals. Professional staff will work to take your job from initial planning and design stages, through the production phase, to final print and delivery. Printing and Design Services supports full color copiers, as well as mid- and full-range photocopying equipment, specialty printing presses, and offers a wide range of finishing capabilities.
NYS Office of the State Comptroller (OSC) Office of Unclaimed Funds
The New York State Comptroller is the State’s chief fiscal officer who ensures that State and local governments use taxpayer money effectively and efficiently to promote the common good. Part of the Comptroller’s responsibilities include serving as custodian of more than $15 billion in unclaimed funds, restoring lost accounts to their rightful owners.
NYS OGS Division of Service-Disabled Veterans' Business Development (SDVOB)
The Service-Disabled Veteran-Owned Business Act, signed into law by Governor Andrew M. Cuomo on May 12, 2014, allows eligible Veteran business owners to get certified as a New York State Service-Disabled Veteran-Owned Business (SDVOB). The goal of the Act is to encourage and support eligible SDVOBs to play a greater role in the state's economy by increasing their participation in New York State's contracting opportunities. The OGS Division of Service-Disabled Veterans' Business Development is responsible for certifying eligible SDVOBs and assisting and promoting their participation in the state's procurement activities.
NYS Workers Compensation Board (NYSWCB)
The New York State Workers’ Compensation Board protects the rights of employees and employers by ensuring the proper delivery of benefits and by promoting compliance with the law. The Board maintains 9 district offices across New York, located in Albany, Binghamton, Brooklyn, Buffalo, Long Island (Hauppauge), Manhattan, Queens, Rochester and Syracuse.
